How may I remove resistant spots of rust on shirts?
I have tried an anti-rust product but three small spots aren't going away.
The trick is to use salt and vinegar to make the stains disappear:

* Moisten a clean household sponge with full-strength (right out of the bottle) white vinegar and thoroughly wet the stain. (You may even fill the cap from the vinegar bottle with vinegar and pour it directly on the stain.)
* Grab your salt shaker and sprinkle a healthy dose of salt on the vinegar. Then rub it in to the stain.
* If the sun is shining brightly outside, lay the vinegar/salt soaked garment in the sun and let the sun help draw the stain out. If it isn't sunny, allow the vinegar/salt to air dry on the garment.
* Now toss it into the washer and wash according to manufacturer's directions for the fabric.

Another source says:
Make a thin paste of salt and vinegar, then spread paste on rust stains in fabric. Lay item out in the sun to bleach it, or apply paste, stretch fabric over a large kettle, and pour boiling water through stained area. In both cases, allow item to dry, then check stain.
Run item through rinse cycle in washing machine, then check stain again. Repeat treatment if any stain remains.

That being said, here's the real secret to the secret: this doesn't actually remove the iron oxides (rust) it just changes the chemistry of the ferric compounds so that they are no longer visible.
Which is what you want. 
A neat Magic trick to impress little (and not-so-little kids) is to sprinkle a little bit of salt in a dish of vinegar, then drop a dirty old penny in it. Try it.
Oh, Something more: Most blue-black inks are iron-based, so if you get an ink stain in fabric--say, a rug, this will get rid of the stain there too.
